    Q. Why did I receive Error 691: invalid username and password when I dialup?

A: Error 691 is mostly caused by typing error. Make sure you enter correct ISP username and password.

StartNetISP username is NOT Sina netizen login name. StartNetISP username is computer assigned, meaningless number and letters. (for example, sina/u023_12_331 )

    StartNetISP username contains sina/ . _ is a underscore, NOT dash - .

Your username and password does not contain any space and are case-sensitive. Make sure "Caps Lock" key is at proper mode when you enter login name and password.

    Q. Why is my connection speed so slow?

A: All our dialup ports support up to 56K connection. In reality, the connection speed can reach 50K+ (bps). However, the slow connection speed can be a result of the phone line noise, the weather conditions, and/or the type of modem hardware. Some of the problems are beyong our control. If you experience a slow connection, the easiest fix is to try to hang up and dialup again. The speed may improve.

Below are tips to troubleshoot the slow connection problem:

    1. There are several type of 56K protocol, for example x2, K56flex, or V.90. StartNet ISP uses the latest 56k technology - V.90. V.90 is not the same as x2 or K56flex. If your modem uses x2 or K56flex, you will not get the speed near 50K. Some modem manufacturer provides driver or firmware that can upgrade your x2 or K56flex modem to V.90 compatible. Here's a good resource to look at - http://www.56k.com/links/Firmware_Updates/. You can also contact modem manufacturer for the driver upgrade.

    2. If there is a telephone, answering machine, etc., plugged into the back of the modem, unplug it from the back of the modem. The modem is supposed to ignore devices plugged into it when it is online, but that is not always the case.

    3. Try disconnecting additional telephony devices (fax, phones, answering machines, alarm systems, etc.) from the phone line, even if they're in a different room. Some users' connect speed jumped 10K when they unplugged a fax machine or cordless phone in another room.

    4. Also try running the phone line directly from the back of the modem to the wall, without passing through surge suppressors, splitters, phone line extenders, etc. This is a basic and useful step in modem troubleshooting.

    5. Lower the speed to get steady connection:

    1. Go to Start -> Setting -> Control Panel ->Double Click "Modem" icon.
    2. Click "Properties" button. (You may need to select the modem you are using) You'll see the following screen. Make sure "Only connect at this speed" is NOT selected.
    3. at Maximum Speed, select "57600" if you use 56K modem, or "38400" if you use 36K modem.
    4. Click OK to save, exit, and try again.

    Q. How do I block incoming calls when I connect online?

A: Block incoming call (disable call waiting):

First please contact your telephone service provider for the code to disable call waiting. Then
    1. Please go to Start -> Setting -> Control Panel -> double click on Modem.
    2. Click on "Dialing Properties" in "Dialing Preferences" section -> Check on "Disable call waiting", and enter the code to block call waiting feature.
See the demo screen back to top

    Q. When I dialup, why does it dial a long distance call and have extra prefix "1"?

A: To correct this problem, please go to
    • "My Computer" -> "Dial Up Networking" ->Double click on the "StartNet ISP" icon.
    • Click on "Dial properties...".
    • It will pop-up another window "StartNetISP". At the very bottom of this window, make sure "Call this number use Long distance rule" is Not checked.
    • Click OK to save and exit.

    Q. Why can't I browse webpage?

A: Please following the steps below:
    Step 1.
Make sure your connection is on. You can check to see if the "dual computer" icon is located in your lower right corner of the screen. See the demo screen

When you double-click on it, you should see a window similar to this one

    Step 2.
You can look for a icon similar to the one on the left on your desktop and double click on it. It will take you to SinaUS's homepage.
Or you can launch your brower yourself by double click on it. See browser location at the lower left corner of your screen.

    Q. Why do I receive a message saying "there's no response from the remote computer" error?

A: There are many situations that it may trigger this error message. One common cause is that there were too many people dialed in at that time and have caused network congestion. The network congestion will resolve it overtime. Try to dial up again in a few minutes.

    Q. How do I setup Outlook Express to receive and send email?

A: In order to provide affordable service, StartNetISP does not include free email account. Even so, you can setup Outlook express to retrieve email from your own email provider (such as Yahoo or HotMail).

    Incoming mail server:

You need to use the email provider's POP server name, your username and password for it.

    Outgoing mail server:

You need to use Sina's SMTP server to send out email. Sina SMTP server is dialup-mail.sina.com You also need to provide ISP username and password for SMTP server.

    Q. Why did I get disconnected?

A: There are many reasons why connection got cut off. One common reason is "idle time out", which is when user has no activities on the internet/ browser for a certain amount of time, (minimium 10 minutes) the connection will be cut off. This is to ensure the networks being utilized efficiently to reduce busy signal when users try to get online. Our per session time out has already been extended from 3 hours to 8 hours. If you are online and having interaction with the Internet all the time, you should not get disconnected.

We do have idle time out setting for 10 minutes. If you have been idle for 10 minutes meaning that you aren't sending any data across our network. The connection will drop too. This commonly happens when you read and reply to lengthy e-mails or if you spend a lot of time looking at a web page.

Other things to check is that your phone line may have call-waiting and another call is coming in. Fix: Disable the call waiting. Usually for tone telephone lines, enter *70 in front of you dialup number.

Also, we suggest you to check if there are more then one device (such as fax, another telephone) is plugged in and sharing the telephone line. You can try to unplug all other devices including splitters and see if the problems clears up.

A: Yes, simply go to the account management page and follow the instruction.

    Q. I have changed my password. Why can't I login using the new password?

A: It takes around 30 minutes to update your new password throughout our systems. Please wait a while and try again.

    Q. Can I change my ISP username?

A: No, StartNet ISP username can not be changed.

    Q. The access number has the same area code as my phone number, why do I still get billed for these calls by my phone company?

A: Not every phone number with same area code is considered as a "free" local number. Some of them are local toll numbers and come with a telephone charge.

Local toll calls are short, long-distance calls which are not qualified to either local calls or long distance ones. They are in-between the these two kind and are subject to some "tolls".

Basically, if the location you dial-in is more than 16 miles away from your phone location in urban areas or more than 13 miles away from your phone location in rural areas they are subject to the local toll charge.

Please check with your telephone service provider in regard with any charge that may appear on your phone bill as the result of the local toll charge. StartNet is not responsible for the local toll charge.
